I put grass seed down in April and nothing seems to be happening. Because of the lack of rain and being on a water meter i was wondering if my seed now is dead

I agree. But when it does rain you might be surprised what happens be it may well be patchy.

If you have not been watering it then the answer is probably yes. New lawns need watering every day and often more than once a day especially in dry weather.
