I have a victoria plum tree, last year it had a small amount of blossom, this year it just has lots of leaves, can you tell me why?

If it was newly planted the firs time it blossomed this would be normal - the buds would have formed before you bought it. Then when it went into the ground it would be concentrating on growing good roots. If its a mature tree I don't know.

Could you have had a frost at the time of the flower buds?
