I have had this beautiful 3" feet high bush for almost 10 years. This year it hasn`t grown any leaves at all.I changed the pot it was in and cut back some of the root and re planted it in. Still nothing it looks bare and moss has began growing on it. Is it dead ?

Do the scratch test on it. Scrape a small area (half an inch is plenty) of bark back and see what the wood underneath looks like. If it's green, then there's hope for the shrub. If it's brown, and twigs snap off too, then I am afraid it is dead.
