carpet of root

In previoulsy turned over soil, there is now a carpet of root mass nothing is growing out from it. It is 2 or 3 inches below the soil and you wouldnt know it was there unless you dig into the soil. Can you tell me what it is and how to treat the soil to get rid of it? The photo shows the root with the soil shaken off.

Well Sheila welcome to goy - think even an expert would have trouble identifying exact plant as could be wide range
As fibrous and matted they could belong to a range of trees and even some shrubs so best if you could detail whats growing near in order to narrow it down a bit.Any conifers nearby?
