yucca gloriosa variegata - recently bought this and there is still about a third of last years flower stem on it, which is quite loose to the touch. should this be cut right back to the base or is it best to leave it?

Always best to remove the flower stem at the base once the flowers have faded, so as you've not done that, do it now.
