My palm trees that are approx 20 foot tall are loosing all their leaves due to the cold weather. Do I cut them off at the base or leave them bare and see what happens?.

No, leave them alone. Please look at the question two above this one, titled 'My Cordyline' from Placey, on the same subject, though they refer to their plants as Cordyline rather than palm - I'm assuming that's what yours are, so follow the advice given in the answer there.
