Hi, I was wondering if this was vine weevils eating my plant? If so as its not in a pot and just in the border is the same treatment with nemaseys still OK to use?

if it is a viburnum it is Viburnum beetle damage [the adult beetle, the larva also shreds the leaf. Its a pest and can make the leaves look like lace.
