Do you mean that some of the new growth is showing wild type roses? if yes then these stems have grown from the root stock. The Tea rose is grafted onto a wild rose root to provide plenty of vigour for the tea rose.

if you mean the stems of the tea rose are growing faster than normal, that could be due to the amount of rain, temperature and how much fertiliser/plant food the bush has been given.
