Have purchased some campanula carpatica seeds, need to know what time of year do I use them, and do I just scatter them or plant them, they seem to like brickwork, see pic

I'd plant then in about aug into good compost and keep moist. When you have small plants they can be planted out. Having siad that they do self seed freely into cracks etc in my garden. So you could sprinkle a few seeds where you hope them to grow,
