Cottony camellia scales, Pulvinaria floccifera.
If only a few then dab each one with a cotton bud soaked in Methylated spirits. Otherwise use a soap based insecticide. They are covered in wax so soap is needed to break down their protection so that they either dehydrate or the insecticide can reach them.

Not sure, but I think Bug Clear Ultra is.
If not then just add a drop of washing up liquid when you mix up the spray.
