Can anyone tell me what this plant is called and if you think it’s dying I’ve had it 6 years and it’s been outside every winter but never looked this bad before

It's Cordyline australis purpurea... they can be a bit tatty after winter, but it looks like it probably needs a bigger pot, one that doesn't get so narrow towards the base. It's certainly not dying, the growth at the top looks healthy. It may be getting ready to shed those lower leaves - that's normal as it gets taller.
