My 16 yr old Laburnum tree which is very healthy and in full bloom has over past two weeks started leaning heavily over to the right no visible signs of roots but looks like it could easily come out of ground it was staked some years ago what should I do ?

That does sound as if the roots are being compromised. I think I'd ask for a tree surgeon to assess it. A member recently found hers had gone rotten in the middle, even though it was still flowering..
