Do these water Lily’s need putting into deeper water or have they gat a disease ?

I agree it is leaf spot and yes remove the affected leaves.
as there are so many remove the worst ones and then as new leaves appear remove more older leaves. so 1 new leaf remove 3 diseased ones.
next year remove damaged leaves as soon as they appear.

Husbands removed all the leaves, fingers crossed it recovers, two chances !

Water lily leaf spot. Nothing to do with water depth. The advice is to remove affected leaves as soon as they appear - won't leave many in your case - good luck.
