Most likely Paulownia fortunei - its early in flower though, more usually does it in May, but we've had a mild winter, plus its growing near the coast

These are also known as the foxglove tree. One of my friends has one in her extensive garden. It is in bud and as bamboo says it is earlier this year.

If you have to prune it, do it immediately after bloom. the buds for next year's flowers form in late summer.
