Many roses have flowers which react like this to the rain, not uncommon at all. If your southfacing wall is very sheltered, out of cold winds, Trachleospermum jasminoides is a good climber, evergreen, fragrant flowers in summer, but best planted in Spring where you live. Otherwise, there's a whole range of Clematis that would suit, although most of those are not evergreen.
