I have taken about 35 Lavender cuttings a couple of weeks ago now they are about 3" high and starting to bud, do I nip the bud off? Its my first time at Lavender.

If it was me then yes I would de-bud the flowers. At this stage you want to get bigger plants and stronger roots. Flowers will reduce the correct hormones for their growth.
