Looks like leaf cutting bees

is it in the ground or in a pot?. they don't look neat enough for the bees. looks more like vine weevil damage.
can you see any caterpillars on the underneath of leaves?

Hesitated between the two and would like to think I was right but having had another close look some of the holes do look vine weevily. Perhaps better treat the ground to be n the safe side?
