No idea, could be many things, (vine weevil? rose sawfly? leafcutter bees?) need to see the damage. The shape and position of the holes are indicators as to what is causing the trouble.
If you can't add a photograph, then a clear description of precisely what the damage looks like and where it is would be useful.
