I found a whole lot on my Cleome plants this week, and having tried to pick them off by hand, bought a bug spray. It did get rid of some, but not all - so I reckon your best bet is a pressure washer. Give them a real soaking at high pressure to dislodge them. I hope it works - I can't do it to my plants as they are too small and fragile!
