Standard Rose

I have a stgandard rose, Blue Moon, and it has like a moss growing up the main stem and spreading further up the plant. Does anyone know how to get rid of it or what it is

I've been looking in my books and I think it could be rust so I'm going to spray it. We have trees in a playing area behind our house with the same thing on them so i think thats where it came from.
