are they black aphids [ a black form of greenfly] and just walk around or do they have wings and fly up from the compost? if the later they are a sign the compost is too moist. if the former then they can be wiped off, sprayed with a weak soap solution [organic and kinder to the environment] or sprayed with a commercial insecticide such as all clear etc.
