Mildew? Is this mildew on my newly planted Phlox? What else might it be? Cure? Thanks!

Looks like it - these varieties of Phlox are highly prone to mildew because they hate being dry at the root, so as soon as it happens, mildew occurs. Keep it well watered and in the meantime, either try the milk remedy (2 parts cows milk to 8 parts water) or spray with a fungicide.
