Now is a good time to move. They are easier to manage now when they are smaller then later in the season.

Just about any time in my experience so long as it isn't freezing cold. Just remember to water it when you move and if it is dry after you've moved keep the soil moist, but not wet. Sedum is a very easy plant to please.
