Looks like Stachys Byzantina or lambs ears as its commonly called.

glad you put the question up Tog,, i call it lambs ears but didnt know its real name simbad,my leaves are alot bigger than this so does it get quite big and do you know if it flowers at all,

it does get bigger, it spreads !!!
Also, it has purplish flower spikes ..... i removed mine because it got too invasive here :-/

found mine its called verbascum bombyciferium artic summer, it has yellow flower spikes, so different but similar leaves,

A number of different varieties of Lamb's Ears, with different sized leaves, different growth habits--some aggressive groundcovers--and different flower colors, all in the white-pink-purple range--a few don't bloom.

I have a lovely one of these with the purple flowers. The bees, wasps, butterflies and moths all love it. I let it go to seed because the birds like it too.

In Scotland it is sometimes called lamb's lugs! I was in my local park and there were some small plants growing on the path. They were tidying that day and I managed to get a tiny plant before they dug them up.
