Can fresh manure that has been put near a 20' lilandi fir tree kill it? Would appreciate it if anyone has any help on this one!

A Leylandii Cypress? If it was a huge pile, and next to or within the drip line, then yes. Just a few cm, not likely.

maybe its aphids if you have brown patches appearing ?

Or, there is a fungus disease that causes similar symptoms.
