Looks like the caterpillar pine tree looper moth to me - we've had problems with this in the past, I don't think there is a real solution - unless you want to pick them all off by hand! We left alone and though there were gaps in the needles for a couple of years it wasn't a real problem, rather different if you have a commercial pine forest!
