They aren't big enough yet.

They are branching like they are trying to bloom, but something is killing the truss buds while they are still microscopic. If it is wilting between soakings, that would do it. Excess fertilizer would also do it, but this one actually looks a little starved. Probably a little short on light, too.

Just noticed the pot is rather small too.
