Calocephalus brownii has the common name of Cushion bush, and its a tender, small shrub - isn't listed for sale anywhere, but Ikea lists it as one of their houseplants which may mean you can get it there.

However, you've mentioned 'barbed wire' - there is another shrub called Corokia cotoneaster (there are other varieties too) which has the common name of Wire Netting bush, and that one is hardy outdoors throughout the UK, and is readily available from places like Crocus.
