Picture not to clear but maybe slugs or snails or even damage by green fly don't think its Gall Mite I would cut or pinch it back to health pairs of leaves it will delay flowering but it will be ok if you can give it a spray with Rose Clear or a green fly spray and put slug pellets down to save more damage.
