Losing the leader is not necessarily a disastrous problem, but it will take some time and creative pruning to get it back in shape.

It looks like one of the golden deodara cedars - Cedrus deodara aurea or Cedrus deodara golden horizon etc.
Its top seems to have been pruned off.
