Should I buy a Fragrant Cloud rose that has only red shoots on it? Or does this mean it won't have any blooms? Apparently its foliage colour should be dark green.

Yes it's fine. All of my roses now only have red shoots. That's normal. The leaves will turn green as they mature & yes you will have flowers given proper care.
