I live in a rented house, and the garden is bordered by hedges that have grown up over walls over the years, so they're more like banks.
I also have two large dogs, and while the hedges would be sufficent to keep them in if they were vertical, as it is they can scramble up them to get out.
I've fashioned a fence from the green wire fencing fastened to the poles you get with electric paddock fencing, which does the job to some extent, but looks a bit shabby and needs constant checking and maintaining.
Ideally, I'd like a solution that will be relatively cheap and could be removed without too much difficulty when my tenancy ends, as I assume the landlord would want to revert to how it was before.

Anything else....roll of plastic fencing laid out on metal posts.....will look the same since this is done as a temporary measure. Have your dogs in fact given it a go up those hedges to get out? Something like that doesn't exactly tickel their bellies if they try it.

Would it be too much of a problem to cut the hedges back so they were vertical? Ask the landlords if they would do it and you could keep them trimmed for the rest of the time.

Nothing is going to be really cheap, you don't say how much area you have to cover. There are of course willow, bamboo and other rolls of windbreak or pretend ivy on a roll for screening. This is available on the internet (ebay or similar) or you can see it here - http://www.coopersofstortford.co.uk/
Not a company I have dealt with, just a booklet given by a neighbour.
Perhaps a trip to a large Garden Centre or DIY centre could give some inspiration.

On the other hand you are very lucky to find a rental where dogs or cats are allowed. Keep a good relationship with the owner of the house.

We rented our previous house for 15 odd years and found as long as you inform the landlords, you could do virtually what you wanted. In fact after we created the front and back gardens, they jokingly asked if we would like to do some of their other rental gardens!
