It looks like the bulbs were improperly stored by the wholesaler, and the flower buds rotted. Alternatively, is this the second year for these bulbs? Once forced, Narcissus needs 1-2 years growing in soil and full sun to regain enough energy to bloom under forcing conditions. In either case, their long leaves now mean that they are not getting enough light.
