I have a newly constructed raised bed in which I wish to plant some "lost label" roses. When is the best time to order and plant these, please?

Depends if they're bare root or not - bare root plants are usually supplied end of October/early November onwards and should be planted out once received. Potted ones can be planted any time provided you're prepared to keep them well watered, but as with most plants, best in autumn.
