Not 100% sure, but might be Phlomis Russeliana.

the leaves certainly look right for a Phlomis.

I've just dug some up for a friend and its most unfriendly, nasty hairy scratchy leaves.

:-) they feel so velvety on this plant. Do older leaves get unfriendly? I will remember that Cammomile and plant it where I will not have to touch them. It is still in the pot at this moment.
