I have a very new very young Victoria plum tree, it has five whippy branches, should I prune them back to encourage bushyness? There is no fruit.

If you Google pruning plum tree you'll find more info than can be given here. Encouraging bushiness is not what you want necessarily.
Do not expect (or allow) fruit for several years though, because the little tree will need all its strength for making a good root system.
