The lawn, (mostly weeds) has early flowering daffodils planted in (our pride and joy?). The foliage died back early June. Is it now safe (beg. July) to apply weed killer to the grass and not harm the daffs?

yes, should be - but if your lawn is more than 60% weed, its probably time to consider taking it all up and laying new turf...
