Can anyone tell me why my foxgloves are all leaves & no flowers,this is the first year this has happened

Most foxgloves are biennial, meaning they grow leaves in their first year, and flower in their second. Did you grow these from seed this year?

Yes,they seeded themselves last year,so does this mean that next year they will flower but the following year they won't.

If you mean they grew this year from seed they set themselves last year, then you will have flowers next year, yes, and seeds again, but no flowers the following year. Way to get round that is to introduce new plants which will flower in the same year either this summer or in spring 2012. Then you'll have flowers every year, just on different plants.
