I have two plants that have some dead foliage, a pieris and a rock rose. Should I cut the dead branches out. I'm particularly concerned about pruning the rock rose as I think I pruned too heavily before and this has cause the die back.

Well if its dead, its dead, so dead parts can be removed. If you're not certain they're dead, just brown, then wait a bit.
