Yes my potato plants my be fighting for the light. There is not much sun that get through. Maybe 4 to 6 hours. They are not flowering yet. They just keep growing. Is this a problem?

Hi, welcome to GoY, they look healthy enough to me, if they were not getting enough light, the growth would be paler and more leggy, if that container is full of soil, you should get quite a decent crop, Derek.

That is probably the reason you have a lot of leaf growth but it shouldn't affect your potatoes.
