after heavy rain yesterday there is some clear jell like substance on the top of the compost in the pots. I used a compost containing plant food. What can this be?

Harmless slime mold which is part of the crew that processes your compost. Slime mold used to be classed as a Fungus but now it is classified in a league all of it own called the Protista. If one cannot make a decision as to what Kingdom a single cell organism belongs to, it is thrown into the Protista basket.

Or it might be water-retaining crystals that were added to the compost.

I think it's more likely to be moisture retaining gel.
