I'm not at all clear what you mean - any chance of a photograph, or a more lengthy detailed explanation? Are you saying flowering stalks appear but the flower buds drop off? Are you saying the flowering stalks appear but the top parts of the flowers don't open? Are you saying the flower stalks disappear completely before anything happens? Is there a heavy infestation of greyish looking aphids? A photograph would be extremely useful...
