Can anybody please tell me what this white cotton looking is on my blackcurrant bush thank you

yes - its brown scale insect, and you need to get rid of it so the plant doesn't lose vigour. As its a plant which produces edible fruit, you're restricted as to what you can use - personally, I'd try a disposable cloth or three (they'll get mucky) very lightly moistened with methylated spirits, and rub them off with that, without touching any of the leaves. For a spray, you can use Westland Resolva Bug Killer or Bayer Ultimate Fruit and Veg Bug killer, but read the instructions carefully regarding when its safe to use on fruiting plants.
