my hedge is rotting badly and bare in parts is there a spray i can put on to stop the fungus and restore my hedge?

No, once it dies, that's it. Try to find out why your hedge is dying and fix the source of the problem. Fungus=too wet, not enough sun and poor air circulation. Address those issues first & pull out the parts that have died.
