I put in some onion sets last month the leaves are coming nicely but the bulb on a couple look as though they have gone soft?

Yes the existing bulb will die and a new bulb will grow hopefully to a decent size!

Onions need a long long growing season. Maybe in August you'll have some decent looking onions. It's definitely worth waiting for.
