My "Mothers Day" patio rose is in a pot, and although the foliage is very green and healthy and it produces many buds, they have never opened into flowers. I have tried it in various positions in the garden but nothing seems to make any difference.

I find with rose buds it often watering, do you think they could be too wet? or too dry?
