There could be several reasons for this but commonly if they are too dry at the roots or have been pruned too hard they will produce only growth and no flowers. Is it growing well?

yes they are both growing well but only one so far has flowers

It's possibly too dry? Have they been watered during this dry spell?

And I'd ask if you pruned the one that isn't flowering at a different time from the other one, and when you pruned them.
