Yes, I would - I've had this trouble myself with one or two over the years. I came to the conclusion the only thing to do to be sure was to buy one at the garden centre actually in flower, because all the descriptions say 'scented' but it seems, sometimes, not to be true.

I've not come across a Philadelphus that doesn't have a scent, but it varies according to the variety and the climatic conditions. They all tend to give off their best scent when the weather is warm or humid. Whereas in cool or wet conditions with some varieties there appears to be little or no scent detectable.

I've had two in 40 years that didn't have a fragrance - very annoying!
