I have a lot of shredded lavender from hard prune of bushes/hedge. can I store it over winter and then use it as top dressing next summer to aid water saving on my garden. will the oil have any detrimental effect to young growth of perrenials? thank you.

left for 6 months in the open would be my advice in bags with holes in for aeration. Then yes it can be used as a mulch. shouldn't have any side effects on your other plants.
