You can spray the rose with a specific such as Rose Clear according to the instructions on the bottle. Pick up and dispose of all fallen leaves or the infection will appear again the following year. An early spray will prevent the infectin appearing.

Fuchsias are not normally sprayed - just keep your eye on them and remove any infected leaves as you see them.
